Resource Allocation & Accountability Board
About the RAA Board
This body is composed of five students, including one who serves as Chair. Their purpose is to interpret, enforce and uphold the ASWSUG bylaws and constitution. In the case of a dispute or grievance brought up against any staff member of ASWSUG, this board will review and mediate the conflict.
This group of students will also be responsible for allocating S&A fees that students pay, which funds our organization among other things on WSU Global campus. Every year the board will gather with faculty to review the budget requests and decide how much of the resources are allocated to what groups. Once the board makes its recommendation it is then sent to the board of regents who will then allocate the funds.
This position is very important given that the students ultimately get a say in what programs to invest in with student funds as well as ensure that any disputes and grievances are handled diplomatically.
These are paid positions, and members of this board are held to a high standard given that their role is to hold other students accountable and decide where student fees are allocated thereby are above reproach and will be well-suited to serve the student body.
Member & Term Requirements
- Must be a current S&A fee-paying Global Campus student. (At this time OMBA/EMBA program students are not eligible.)
- Enrolled in at least six credits Fall ’25 and Spring ’26
- Students serve on the RAA Board from appointment until the end of the academic year.
- Board members will serve an average of 6 hours a month.
- Preferred graduation date on or after May 2026
Monthly meetings begin during the fall semester. Deliberation and allocation are typically completed in March and April. Members must commit to attending all required meetings, hearings, and deliberations; a schedule of required meetings will be provided with advance notice.
Meet Your RAA Board Members
Amy Ryder

My name is Amy Ryder, and I am honored to serve on WSU’s Resource Allocation and Accountability (RAA) Board. I hold a BS in Biology and an MS in Environmental Management, with experience as an adjunct college instructor, environmental program manager, and project manager. Following my spouse’s recent retirement from active-duty military service, I decided to pivot my career and pursue a degree in Business Administration with a major in Accounting through WSU’s Global Campus, fulfilling a long-time passion for managing money. Recently, I transitioned from full-time project management to a part-time consulting role as I attend WSU full-time.
I am grateful for the experiences as a military spouse, including frequent travel and living abroad, but I’m happy to now be permanently settled in Western WA and putting down roots. In my free time, I enjoy foraging for mushrooms, gardening, hiking, working with my colonies of honey bees, or just spending time in the backyard with my two Great Danes. I also enjoy volunteering with local organizations to help maintain parks and preserves.
During my service term on the RAA Board, I look forward to overseeing the responsible allocation of funds to enrich student life. I am humbled to have a role that is so important to the student experience of my fellow Cougs and am committed to contributing to the betterment of our community.
Terenie Faison

My name is Terenie. I’m a junior at WSU’s Global campus. I’m majoring in Social Sciences with three concentrations: Criminal Justice, Psychology and Human Development. My goal is to work in Children & Family Services at the local government level to make a difference in the lives of children who find themselves in the juvenile justice system, or foster care. I’m passionate about empowering the next generation and making changes in my community. In my free time, I love being with family, traveling, listening to music and fishing.

Stephanie Bustos
My name is Stephanie Bustos, and I am honored to serve on WSU’s RAA Board. I am a senior at WSU Global Campus pursuing a BS in Accounting and Marketing. As a First-generation and transfer student from Columbia Basin College, higher education has been a transformational part of my life and has shaped my long-term goal of attending law school after gaining experience in the business field.
Prior to joining the RAA Board, I was actively involved in student leadership at Columbia Basin College through organizations such as DECA, Speech & Debate, and Phi Theta Kappa. These experiences strengthened my passion for advocacy, ethical decision making, and supporting student success. I am grateful for the opportunity to continue serving the student body at WSU by supporting the responsible allocation of student funds and ensuring transparency in how resources benefit our diverse campus community.
In my free time, I enjoy exploring entrepreneurship projects, volunteering, and spending time with my family. I look forward to representing students on the RAA Board and contributing to funding decisions that strengthen programs, services, and opportunities for my fellow Cougs.

David Gommenginger
My name is David Gommenginger, and I am honored for the opportunity to serve on WSU’s Resource Allocation and Accountability (RAA) Board to assist in the oversight of student S&A Fees to improve the student experience.
I attended Federal Way High School where I served on the student body budget committee, and I am now pursuing a Bachelor of History with Pre-Law Concentration at WSU Global. I have experience as a nonprofit bookkeeper and Director of Finance and have served on numerous boards and finance committees for healthcare and social justice organizations.
In my free time, I enjoy sailing, reading nonfiction, scuba diving, running half-marathons, DIY projects, and playing fetch with my Corgi. I am also a member of WSU Global LGBTQ+ Club, Pre-Law Society, and I also volunteer as a legal observer with the ACLU.

Joshua Schwalier
My name is Joshua Schwalier. I am a senior majoring in history and graduating in fall 2026. I transferred from Shoreline Community College as a nontraditional student. I plan to pursue a Master’s in Teaching to fulfill my lifelong goal of becoming an educator.
I currently work full time as a preschool teacher after spending several years at the Post Office. I also volunteer teaching GED classes at a local nonprofit. Teaching and working with children are some of the most rewarding experiences of my life.
Outside of school and work, I enjoy reading science fiction and fantasy. Fishing, camping, and hiking have been some of my lifelong passions, which I learned at a young age from my father. I love rescue dogs and am currently in between pets after losing my dog to cancer this fall. I live in Seattle and am excited to get involved with and give back to the Global Campus community as an RAA Board Member.
